That was the other Cardinal O’Brien–Edwin Cardinal O’Brien is from the US and still going.

So far, only two of the 117 qualified “princes” of the church have begged off — a seriously ill Indonesian cardinal and a Scottish cardinal who acknowledged sexually inappropriate conduct

I read on CNN.com that 5 cardinals are still to arrive; some had bishops’ meetings. The Vatican expects them soon.

The “extra” cardinals that made up the 118 of the original number but who will not be participating are:

Lubomyr Cardinal Husar (incorrectly included in the list because he was 79 when the list was drawn from the database but turned 80 on Feb. 26, the day before the cutoff date)
Keith Cardinal O’Brien (has stated he will not attend due to his resignation as bishop)
Julius Cardinal Darmaatmadja (has stated he will not attend due to serious illness)

You’re thinking of Britain’s Cardinal Keith O’Brien that resigned. the one I chose is Cardinal Edwin Frederick O’Brien, the former Archbishop of Baltimore.
