Yes - we need to choose to participate. And we can choose to partake of the sexual act - But the sexual act may or may not involve love.But we need to choose partake in the love making act, because we are individual persons with endowed with freewill. Since made in the image and likeness of God, we are called to love and to create, as He loves and creates… animals don’t make love and create… they only have instincts.
Consider…Rape does not involve love.
“Hooking up” might involve friendliness and even affection - but Love?? I have my doubts since such people will do whatever they can to avoid the creative aspect of the act.
Just to be clear - I don’t have a problem with the term “making love” in general usage - I just like to make the distinction where it might benefit a conversation,

Well first, I would not introduce the sex act as a manifestation of love precisely because of this probable comeback.
Second, if the atheist brings it up I would argue just as I have here, that we are talking about different things. An act that may or may not be “loving” and may or may not involve a proper degree and understanding of Agape, vis-à-vis aros or phliia or storge

These distinctions are why I originally responded to your OP that I disagree that Love is primarily and action - rather it is primarily a state of being.
In Mt 5:43-48 Jesus speaks of loving and forgiving. He then says this:

We must be perfect in love because that is what our heavenly Father IS.
This involves more than just actions, (which can be superficial). It involves our whole being.
