After reading Luke 1-15 is this saying John was with out sin
 
I don’t see it. John still retained free will, and the text does not insinuate that he was filled with the Holy Spirit from conception, only before he was born.
 
I don’t see sin mentioned anywhere.

“For he shall be great before the Lord and shall drink no wine nor strong drink: and he shall be filled with the Holy Ghost, even from his mother’s womb.”

I believe that the Church does not teach it, but allows as how it might have been the case.
