Cardinal Mahony is famous for doing the pedophile shuffle, so I guess the answer to your question is yes. There was a recent trial in LA of a priest who up until very recently had been shuffled from parish to parish to avoid sex abuse complaints by Cardinal Mahony. There is no indication that his policy of shifting these people around rather than letting the justice system deal with them has changed, regardless of what the policy on his archdiocese’s website might say.
As to the comment about the resemblance to Archbishop Milingo, I hadn’t really thought about that before, but there may well be something to it. The good Cardinal is notorious for teachings that fly in the face of Vatican teachings (openly embracing pro-abortion politicians and welcoming them to receive the Eucharist, etc.), and so is Archbishop Milingo. The only difference I can see is that the Cardinal hasn’t so blatantly crossed the line as to get himself excommunicated–yet.
