Limbo is not “out of date.” Catholics are permitted to believe in Limbo.
OK, except that Pope St. Pius X obviously had to “develop” doctrine in rebuttal to modernism, since it was a new development in philosophical thought. New things do occasionally come down the pike. New things also arise as mere customs and ingratiate themselves as “traditions,” as if the mere passage of time changes a small “t” tradition into a capital “T” Tradition. Doctrine does not “develop” in that way, either! If that was the way it worked, the traditional Mass would be all in Aramaic or perhaps in Greek, not in Latin!!You are mistaken. Pope St. Pius X was very specific and there is no alternative meaning to development of doctrine.
