For her to not be bound by Canon Law, it’s more than just her saying she’s not Catholic anymore.

There has to be a Formal declaration submitted to the bishop

But if she has “decided not to be Catholic,” this is simply another law that does not apply to her anymore. One can claim that she is still subject to Canon Law if she fails to submit the above mentioned formal declaration, but from a practical standpoint, it just doesn’t matter.

Yes, it does. It determines if the marriage is a true marriage or a sham marriage.

Since the participation in a sham marriage is the whole point of the thread, it IS very relevant
