Microcredit can't be a precept of the church?

So I was reading Caritas in Veritate (not finished yet though) and I noticed this, ““Ethical financing” is being developed, especially through micro-credit and, more generally, micro-finance. These processes are praiseworthy and deserve much support.”

Is this a command to support microcredit? I suppose this because of my way of interpreting “support” with “do it”. I believe that a papal comment so favorable to a policy is meant to implicitly command it -for instance when I say I like sandwiches this means that “If I can, when the time is right, I’ll make a sandwich”.

Is this true?

Forgive me, I am to some extent thick-skulled so it is very hard for me to tell what is prudential judgement and not.
 
There are only 5 actual precepts of the Church: Mass attendance, Confession, Eucharist, Fasting, Tithing in order to support the Church.

Could you please link the excerpt to which you are referring so that everyone could be on the same page?

It is official approval of the concept. It is not a mandate that is binding upon the conscience of faithful Catholics.

You are left to use prudential judgment in all of your charitable giving.
