“Most” perhaps…but all? If they left does this mean no equipment was left behind, or it is not a site of American interest? If not, doesn’t this classify as attack against American interests, troops, or facilities? It must no, or perhaps it didn’t even happen, because the President declared he would strike back with fierce power if it did, and he is a man of his word!
