The temple is being built to serve the Mormon populations in Italy. It is to make it easier for mormons to visit their temple. In the past, buses needed to be chartered to go to the nearest temple. This took time from the daily lives of the members. Now, it will be more opportune and convient for the lds to go to the temple in that area.My own thoughts on this are two-fold.
Mormons, on the other hand, usually build their temples in largely affluent, at least middle class, suburbs. They seem to purposely shun any location that has a poorer population, unless the demographics make that impossible.
So, any Mormons who are attracted to live near a mormon temple are those who can afford to move to a generally middle to upper class area, where real estate prices are too high for the poor.
There is no consideration to administer to the poor, sick, etc from a mormon temple. These structures exist only to perform rituals for mormons, and useless rituals for the dead.
The mormon temple is not built to administer to the poor and the sick. But it is to allow mormons to perform sacred ordinances. But you know that already.
