Mourning the Dead Mass in the Philippines

On catholicnews.com, there is a photo of a Mass being celebrated for those lost on the ferry that overturned in the Philippines. At the Mass, the lay people encircle the altar, standing side-by-side with the priest. Is this common in other countries? Is it a consideration of the national mores?
 
I think it’s in consideration of the place where it is done; it is after all done on the bow of a tugboat, where there is a limited space. Certainly this is not the norm here in the Philippines.
