However, why isn’t it being done all over? Why are there parishes and or cities without any Latin Masses at all?

A few main reasons:

1. Most priests today don’t know the TLM, it takes time to train them.
2. Many Bishops actively seek to suppress the TLM, even after the Motu Proprio.
3. Many Bishops and Priests were trained in liberal environments and unfortunately took a negative view of anything “traditional.”
