Do you mean, “Is it right for folks to try to settle their differences with words instead of bullets and bombs?”

I’d imagine yes.

If, however, you mean, “Is it alright to conceed with the demands of criminals” then I’d say no.

Then again, since we’re speaking of “America” I don’t see why not. It’s not like there’s any sort of “moral highground” she can calim to cling to.

Hmmm…Just…I suppose the just thing to do would be to arrest, try, and punish the terrorists on the spot, never mind any sort of negotiation.

Let’s not forget that a few hundred years ago the insurgents (terrorists) were the colonial militia in the US.

I don’t think that’s true at all. Though I’m sure it would be difficult to negotiate with the more fanatical breed of terrorist, not all who spread chaos are so scrupulous. Some are in it for the money. Further, I’d imagine Osama bin Laden himself would be quite willing to negotiate, say, America’s surrender/mass conversion. 😛

And I think need also be stated that guerillas are also frequently deemed terrorists, and often their operations do entail terrorist acts…
 
What exactly are we negotiating for, and under what circumstances are the negotiations to be done?

These would have to be known before any type of meaningful answer could be arrived at.
