I don’t think that’s true at all. Though I’m sure it would be difficult to negotiate with the more fanatical breed of terrorist, not all who spread chaos are so scrupulous. Some are in it for the money. Further, I’d imagine Osama bin Laden himself would be quite willing to negotiate, say, America’s surrender/mass conversion.Pres. Busch said that terrorists are incapable of negotiation - or something like that.
