Sister Pierrette Thiffault, a Sister of Providence, presided at a wedding in the Diocese of Rouryn-Norand, Quebec on July 22, with the approval of her bishop and of the Vatican.

Nothing wrong with it if the bishop knows about it and approved it.
 
A shortage of priests, that is the real problem. Thankfully the nun stepped up to the plate.

This is correct, anyone the bishop approves can be a qualified witness in the marriage of a man and a woman.

Correct, but it has to be said that it is possible because of the way the sacrament of marriage is performed. A priest is not necessary for this sacrament to be performed.
 
It is important to realize marriage is done by the couple. It isn’t really true that a priest or a justice of the peace marries you. These folks only stand as a witness. The need for a witness is specified in civil and canon law but isn’t an essential requirement to enter into a marriage.
 
The Minister (s) of the sacrament are the couple getting married.
The witness under normal circumstances is a priest
Even a deacon can’t witness unless prior approval is given
But this is no dogmatic issue here rather an issue of discipline .
