You are correct to use those verses to demonstrate that the early Church recognized (as the Catholic Church today) the necessity of submitting questions of doctrine to Rome.
You would be wrong insofar as you are dichotomizing this principle from what I perceive Nine_Two is claiming.
Brother Nine_Two,
I understand where you are coming from. You are correct in using these verses to support the patristic and High Petrine principle that the intervention of Rome comes by appeal, and not by unilateral interference.
You would be wrong insofar as you assume unilateral interference is an axiom of ultramontanism.
