For Luke certainly described Zechariah and Elizabeth as Righteous.
Paul described Abraham as righteous.
Find the context of the Psalmist words in Psalms 14 and 53 (I think).
We can discern good from evil, but we are often blind to the evil within us or our actions. Else, there would have been no need for the 10 commandments.We can discern good from evil.
