Outdoor Flagpole: American and Vatican Flags?

I agree that it is not proper to fly another county’s flag beneath the American flag (I’m not sure what the rule is for State flags, but that’s another topic).

All state flags must be flown below the American flag except for the Texas flag as Texas was once it’s own sovereign nation. I’m trying to remember my Texas history BUT I think it’s part of the treaty – or else is because Texas was annexed as a sovereign nation and not conquered. See, I did pay attention in Texas history – sort of

We have either the Vatican flag or the Catholic flag (I can’t picture it in my head right now, but I know it’s yellow and white) at our church, and it flies below the American flag on the same flag pole – right in front of our Marian garden.

I believe you need permission to fly the Vatican flag outside, all the chancery and find out. if you do, it has to be on a separate pole at the same height as the American flag, just as if you were flying the Mexican or Canadian flag or that of any other country.
