Anyone care to wager a donut that the Bishops/their representative will be invited back when this bill goes to conference to work out the differences between the House and Senate versions? That is the most likely place where language could be added back in that allows exceptions or gives the power (to decide if federal funds can/cannot be used to pay for abortions) to some appointee in a Department of the Executive Branch. That way all the “for” voters in the House and Senate can truthfully deny they were for funding abortions. That’s how the game is played.
