Why not? Not arguing the states are the same, but the brain, cut off from external stimuli, isn’t just going to stop working, and really without actually monitoring brain activity with sufficient resolution and fidelity, you can’t just declare that in fact some sensory data isnt getting through. That’s why NDEs in and of themselves are pretty hard to study, since you don’t usually have someone who has suffered some severe injury or physiological breakdown sitting in an MRI so you can test the level and location of brain activity.
The point of a dreamlike state is you’ll have either true stimuli or even random firings in other parts of the brain, and the cortical centers will do what they do and attempt to find patterns and coherence. To the person there will be an experience, a series of events, maybe even a sense of narrative, but that does the mean the events being experienced actually happened.
