As someone who has lived under President Duterte’s strong-arm policies, I can firmly advise to not listen to anything he has to say about the Church. The ‘opposition’ he is citing is most likely poverty advocacy groups which oppose Duterte’s slaughter of drug-users and strict imprisonment for crimes as negligible as not wearing a shirt when taking out their trash in some parts of Manila. Duterte has long threatened charges against bishops of sedition for these advocacies and has deported foreign-born religious providing the same support.

The Filipinos I know all say that politics in general are very corrupt in the Philippines and buying votes is a common practice. So, it doesn’t seem like a stretch to assume that this is all just hearsay and gossip. Duterete is also not Catholic-friendly either. I wouldn’t personally trust what he has to say about any church related topics.

Even though he is Catholic, he always attack the Church. He doesnt attack other denominations, just Catholics.

There is a precedent to this: in a previous administration (Arroyo’s), Church officials were receiving funds from, of all agencies, a government charity office, and then used them to buy expensive SUVs and other vehicles:

Arroyo was strongly favored by the Church but to this day is disliked by the public, as seen in polls:

while her opponent, the next President, Aquino, is critical of the Church:

and vice versa:

Finally, Duterte supports Arroyo, does not support Aquino, and attacks the Church for protecting predators:

while liberals who accuse Duterte of being a tyrant are also critical of Arroyo and the Church but sympathetic to Aquino.

Regardless…Cardinal Tagle was appointed Prefect of the Congregation for Evangelization… most would consider that a promotion / reward, not a punishment for political interference.
