He would say I think that the Conciliar church (those in control now) are not in communion with eternal Rome (2000 years of Popes up until VII… those after contradicted 2000 years of Church teaching). If you’re asking about Bishop Robert McKenna at Our Lady of the Rosary Chapel in Monroe, CT, the answer is that, unfortunately, he is not in communion with Rome because he is a sedevacantist.
I think he would also say probably that he would immediately submit to a real Pope (which sets himself apart from the Orthodox who would never submit to a Pope).
See, these outside groups as far as I’m aware who are so called “sedevecantists” their problem is not submitting to a Pope or the Papacy but in submitting to a man in Rome who they claim is a false claimant to the Papacy because he does not teach the Faith as taught in the Church by all of the former Popes. They consider him a heretic because he promotes ecumenism which they say is against the 1st Commandment of God. (do not worship false Gods) and they promote modernism and religious liberty which have always been previously condemned by the church.
