“Speedier judgement” still hopefully means with much much much prudence. This is a big deal. It seems like they eliminated one step but the Terms “rapid” and “speedy” looks like not much prudence is made.

In my opinion, the changes will make conscientious Judges (et al.) more diligent and aware of the weight of their decisions. That being said, the procedural changes do not necessarily have any impact on prudence.
