For the sake of accuracy, a “ratified” marriage is a Sacramental one, not merely a valid one. And, the process under study in the conference does not concern itself with the validity of the marriage. The validity is presumed and is essentially necessary in order for the process itself to make any sense. You can’t dissolve what isn’t there. If we live in an age in which Catholics commonly fail to enter into valid marriages, then annulments are going to be common. The Church must ensure that the annulment process arrives at the truth about a supposed marriage with a reasonable degree of certainty. Anything other than that would be a serious injustice against the faithful. Churchmen like Cardinal Burke argue persuasively that a juridical process is necessary to guarantee this.
At the same time, it is a serious problem if the annulment process is more convoluted than it needs to be, or if it is too expensive or too difficult for many Catholics to manage it. The annulment process should be available to any Catholic who honestly wants the validity of a marriage determined by the Church.

I’ve seen annulments vary in costs. Some are told it will cost them $500.
But the problem with this there aren’t many “valid catholic marriages” thought is that you are really validating a practical reason for having divorce. Nobody divorces because of having perfect marriages, thats why divorce exists and playing this game of oh the marriage didn’t really happen it was annulled try again doesn’t feel right to me. I agree, except that I would add that if annulments become very common, it does mean that there is a problem, it’s just that the problem would be with in the marriage process, not the annulment process.
Annulments just reflect the reality of the situation, so if we are seeing lots of them, the solution isn’t to make annulments artificially hard to get, the solution is to make the marriage process more in-depth so that fewer invalid marriages are created in the first place.

There was concern for streamlining procedures in the interest of justice.” During "the recent Synod on the family, discussions centred on court proceedings “free of charge.”
