Is he saying that the people born in a particular area have rights that supercede those of people moving into a particular area?
 
In Canada or the US the term “indigenous peoples” has a fairly obvious meaning. And in Canada at any rate such peoples are very much involved in development projects in and around their traditional territories. What about Europe? Would local villagers in a Northern English County be given the rights and privileges of “indigenous peoples”?

That’s why I was intentionally vague on my question. The “obvious meaning” to which yo referred is the accepted definition of “indigenous”, but harking back to the older term “native American”, there was an item floating around on Facebook recently to the effect that of all U.S. citizens, only 13% are immigrants; the other 87% are native born Americans, regardless of how recently or how long ago their ancestors landed at Ellis island or crossed the land/ice bridge from Siberia. And that illustrates the fact that every last one of the 87% of U.S. citizens that are native born is a descendant of Immigrants. Humanity was neither created nor evolved (to cover all faiths) on the North American continent.

BTW, “indigenous peoples” refers to the original inhabitants of an area that have lived there 1000s of years, the tribal (pre-civilization) peoples of that area. So it would not only include Native Americans of North and South America, but also the Sami (Laplanders) of Scandinavia and Ainu of Japan, the Todas and Kotas of India, and so on.

For many of these tribal peoples, their land has been robbed from them, they have been massacred (genocide committed against them), and their resources taken and/or despoiled. Many (the ones that have not been totally annihilated, as many tribes in California were) have been put on small reservations and are living in dire poverty, and still they are being abused by the mainstream societies in which they now exist.

We the conquerors and their descendants are often like elephants stepping on ants, unaware of the harm being done to these indigenous peoples. But Pope Francis is aware. Bless his heart.

The meaning is clear. No political twist can change what the Pope means. C’mon. Is even this simple statement that hard to grasp?
