It’s not just in Germany. All but one Catholic I know (and the one is so Catholic he runs an online Catholic magazine) haven’t been to confession in so long they’d likely have forgotten when they last went.
 
Catholicism is extremely watered down in Germany. Homilies are nothing but gobbledygook and religious activities done outside of Mass are nothing but nice social activities. I very much appreciate and admire Catholicism, but I hate the “Catholicism” in Germany.
