They are both heinous crimes, but they are **different **in nature. There are
different motives behind them.
A teacher who abuses a child in a daycare center does not have the same thing going on in her head as a teacher who abuses a middle school child. Both are gravely wrong, but they are different species of wrong.
To illustrate this, bear in mind that, to this day, there are states in the USA where a girl who is as young as 13 or 14 year old is allowed, with parental permission, to get married. (for example see

here). In older times (when children had to grow up faster and lifespans were not so long), marriage at 12 was not uncommon. Even in areas of the world where “child marriage” was/is allowed, there were strict prohibitions against consummating those marriages until 12 years (or menses if it came later than that).
This is not to excuse a teacher or a priest or a coach or a psychologist who abuse 12 year olds, 13 year olds, or 14 year olds. But it is a completely different thing than one who molests a 4, 5, 6, or 7 year old.
