Legally, it's his prerogative
His perogative to pardon specific crimes.
But without a specific crime, what's to pardon?
Are these people now immune from prosecution in perpetuity since they are now 'pardoned'?

I suspect if the constitutionality were challenged it would be struck down.

I can't answer that. Seems to me, they would have to be convicted of specific crimes, to be pardoned of them.

Pardons and other mitigations are flying off the walls in both directions right now.
