FINALLY somebody hit the nail on the head!
You are NOT to receive the Holy Eucharist in the Catholic Church if:
You are not Catholic
You are not in FULL Communion with the Catholic Church and its teachings
Are in a state of unconfessed Mortal Sin.

To do so is to disrespect and defile
the most sacred of Catholic Sacraments. the Holy Eucharist is the source and summit of our faith. It’s NOT a mere symbol.

**1 Cor 11-29:**For anyone who eats and drinks without discerning the body, eats and drinks judgment on himself.
Amen, amen I say to you!
(I did not thank of the Amen as agreeing with all the Church teaches. Thanks Erich and elvisman! I guess that is why Amen means “I believe”!!!)

****I think some people feel that the Catholic Church teaches this because she wants to be some “exclusive” club and you must be a member to receive and that is her way of getting more members (and more money). No…we just truly believe what is taught and the Most Holy Sacrament of the Altar is not something to be taken lightly. We enter into Heaven!

kage_ar posted the important part. I was wrong about the priest being able to judge it, that is left to the bishop.

Realisticly, there are only a handful of times that this may occure.

Do you think that all non-Orthodox and Catholics will receive the wrath of God and judgement everytime they partake in communion in faith, obedience and love for God?

Romans 8
8:1 There is therefore now no condemnation for those who are in Christ Jesus. [1] 2 For the law of the Spirit of life has set you [2] free in Christ Jesus from the law of sin and death. 3 For God has done what the law, weakened by the flesh, could not do. By sending his own Son in the likeness of sinful flesh and for sin, [3] he condemned sin in the flesh, 4 in order that the righteous requirement of the law might be fulfilled in us, who walk not according to the flesh but according to the Spirit. 5 For those who live according to the flesh set their minds on the things of the flesh, but those who live according to the Spirit set their minds on the things of the Spirit. 6 For to set the mind on the flesh is death, but to set the mind on the Spirit is life and peace. 7 For the mind that is set on the flesh is hostile to God, for it does not submit to God’s law; indeed, it cannot. 8 Those who are in the flesh cannot please God.

Not sure I understand your question as worded.
In a general sense, all who reject God and his mandates will incur his wrath. This includes those who reject his Church.

**Jesus thought enough of the Church he established to equate his very self with it. **Acts 9:4-5 states:

**He fell to the ground and heard a voice saying to him, "Saul, Saul, why are you persecuting me?" **He said, “Who are you, sir?” The reply came, "I am Jesus, whom you are persecuting.
Question: Was Saul persecuting Jesus - or the Church.
Answer: BOTH
Jesus and his Church are inseperable.

"Whoever listens to you listens to me. Whoever rejects you rejects me. And whoever rejects me rejects the one who sent me." (Luke 10:16)

John 6:53-56:
*"Amen, amen, I say to you, unless you eat the flesh of the Son of Man and drink his blood, you do not have life within you. *
***Whoever eats my flesh and drinks my blood has eternal life, and I will raise him on the last day. ***
***For my flesh is true food, and my blood is true drink. ***
Whoever eats my flesh and drinks my blood remains in me and I in him.
