Quo Primum Tempore, binding on Pope Pius V's successors?

So why are they going to change it?
Actually the only mistake the Vatican made was to entrust a group called the ICEL to set their own agenda. The Vatican has always had “for many” in its promulgated Masses. It’s unfortunate that it allowed the ICEL to create doubts surrounding the validity of its “for all” Consecration. It really wasn’t necessary. The ICEL should have been disbanded a long time ago.

As far as commenting on Quo Primum binding, I wonder what the reaction would have been if today M.P. had tried to abrogate the promulgation of the 1970 Rite.

The Pope would have been well within his authority if he decided to do that.

Not that I don’t agree with you but can you elaborate on that a little? What reasons could he have possibly given for such?
