Never heard such nonsense.

If anything, mentioning someone’s name with the @ on twitter is either seen as pandering for a retweet (if you praise them) or trying to get a response/rise out of them when you criticise them.

I wasn’t talking about anybody behind their back. This is a public forum and the person I am talking about can go and see what I wrote any time they like (well before it was deleted she could anyway).
You asked what subtweeting is. That’s what it means. And, regardless of how you see it, it is considered bad manners on Twitter – and elsewhere. Since you expected the post to be deleted, I’m going to guess you understood that.

Did I say he came up with it?

Whether he did or didn’t, I believe it’s nonsense.

I have never heard or seen anyone on twitter tell anyone else that tweeting about a person without subtweeting/@ them is bad manners. Not once, anywhere on the platform, and I have used it for a long time and seen a lot of people do it. Nobody has pulled them up for it.

I expected the post to be deleted because it wasn’t on topic.

Google is your friend. It’s a pretty well-known phenomenon, whether you are familiar with it or not. I am only a casual user of Twitter, and I’ve heard it often. Again, you asked what it meant – and now you know.

That’s true you did explain it. I appreciate that, and I think the idea of it is nonsense.

PS, Google isn’t my friend, for numerous reasons I’m not going to get into now.
