There is a difference between applying discipline - like deciding whether to punish someone for a transgression against the moral laws, and the Church’s teachings on morals. There is a difference between what is required for ordination or consecration or marriage and what is actually “attempted” by some. Just because women go through a ceremony doesn’t make them priests. Just because two men say some “vows” does not make them married. Just because a man might attempt to be a consecrated virgin doesn’t make him one. Bishops are not automatically right- think of the 70%+ who were Arian heretics. That is why we have tradition, reason, theology, etc.
