If that were an ISP’s policy, I’m quite certain that myself and several others here would drop them in a heartbeat.

But in reality, if ISP’s were transparent about their bandwidth allocation policies, we could at least find out (without any actual, um, testing). And I do think transparency is something reasonable to require of ISP’s.
