Conclusion This Congregation confirms the necessity that the bishops, the superior generals, and all the responsible involved fulfill a painstaking discernment regarding the qualification of candidates for Holy Orders, from the admission to the seminary until Ordination. This discernment must be done in light of a conception of the ministerial priesthood in concordance with the teaching of the Church.

Rather than wonder about Bishop Clark at this time…I should pray for him and his flock. **

I believe you are wrong. This document provides leverage and clarity enough for the Faithful to know what is right and wrong…and what to expect from our Bishops.
Bishop Clark along with some others like him will need to start delivering clean Catholic care to the Faithful.

On top of this document…there are the private seminary reviews happening even as we speak…even the US Bishops aren’t privy to what is happening…these will change seminaries and quality of priests in the greatest way.

If a Bishop teaches/acts outside the teaching Magisterium of the Church (Rome), then he is acting outside of communion with the Holy Father and those Bishops in communion with him. This is of grave concern and is a potential cause of scandal.

A Bishop is bound to God to do His will and shepherd his people. It is no small matter to ignore Rome.

What Bishop Clark says is that the ordinary is in charge of his seminaries. That’s true. He determines who is admitted, he determines who is ordained.

And the Pope decides whether he remains Bishop or not.

Can’t scrape away ordination, no matter how much people may clamor for that.

I know of only one case of a Bishop being forcibly reassigned in the last 25 years.
 
Still very extreme circumstances involving that particular bishop…very extreme

What pray tell me did it take for them to finally produce a ‘vocations webpage’?
