One consideration to uniform requirements is the cost to the district. If a school mandates uniforms, then it will also need to provide them, at least to those who by some standard cannot afford them. My wife’s school did an end around on this and went to a strict dress code that gave four colors of polo-style shirts that were acceptable with no logo allowed. It is not quite a uniform but it eliminated the problem of free-speech on outer wear. One of the jobs my wife did was round up donations for those who could not even afford this simple “uniform”. Now, the only issues they have are the classic, like no belts, sagging pants, shirts untucked. Public schools can do this.
