When weapons are confiscated only government and criminals have them.
Which country was that? I have a lot of experience in dealing with, in my case, a society that had just come out from under communist rule (Poland), and I can tell you that the low crime rate in communist countries was also due to factors other than gun availability — surveillance, severe penalties, an enforced equality (not suggesting that was a good thing), tight social bonds in communities — people had to find out who they could trust and then stick together — and so on.
People can also be threatened, killed or injured by other weapons — knives, blunt force weapons (clubs, hammers, etc.), makeshift nunchaku (“nunchucks”), brass knuckles, garrotes, and so on. Taking away guns, were it possible in the US (and thankfully, it is not), would not necessarily take crime down to minimal levels. And outlaws will always find ways to get guns in the criminal underworld.
One solution might be to attach a severe penalty to any crime involving the use of a gun, whether legally acquired or not — 20-30 years on top of whatever the sentence might otherwise be, without parole.
