Elohim is the Principle by which things come about.
Nature is those things coming about.
The Principle never changes.
Nature is constantly changing.
It is the difference between the Creator and the Created. But this is one of those issues largely misunderstood and misrepresented by “the followers”.
But the question is, “Is Elohim a conscious being?”
This natural question raises 6 concerns;
Intelligence is the property of resolving a path to a goal/intention (problem solving). This property can range from nearly zero (such as a rock) to very high, far greater that of humans. But trying to measure it with a 3 digit number is ludicrous because there are many types of intelligence with vastly differing skills.
Intention is the result/goal sought by intelligence. Intention is often associated with consciousness, but such an association is not a requirement.
Consciousness is awareness, which is the property of sensing surroundings sufficiently to identify consistencies and movements.
The warriors against religion desire and lust to claim that there can be nothing about Reality that would resemble consciousness or intelligence regardless of any facts to the contrary.
The truth is that you are surrounded by what we call “Reality” and that Reality fits the above definitions even better than you do. It maintains itself beyond any conceivable threat by the most intelligent means possible, much higher than any human could ever approach. That which remains in harmony cannot perish and thus is the result that is represented by the future. Reality pursues the intent of causing perfect balance and harmony (not peace) from chaos and nothing could be more aware of all that is going on and responding with absolute 100% accuracy in compensating for every tiny thing you do.
Nothing can ever be more alive, intelligent, and conscious than Reality/Truth itself and you are nestled in its palm. Attend to It/Him and It/He will take care of you in ways you could never even imagine.
This understanding is at the very foundation of the Hebrew spawned religions and unlike the Abramic form, requires no faith that God is a conscious being. I could go into extreme detail as to why what I just said is precisely true, but I would prefer discussion if you care to challenge it…?
