I assume the 80% you use is Black Africans. If so your analysis is wrong. The land may have been owned by certain tribes. But not every Black South African is a member of those tribes.Prior to colonization and apartheid, much of the land was held by the community. Now it is being returned to the community. The same community, although comprising 80% of the population, has been forced onto 13% of the land.
