I’m not sure you know what the word “faculties” means in this context. It refers to ecclesiastical permission and authority, not to the state of Holy Orders, which, as you hopefully know, can never be taken away. Faculties are granted by the Pope, a diocesan ordinary, or a (legitimate) religious superior. They’re required, among other things, to impart valid absolution (see Canon 966 §1).
