No, Obama signed an executive order which does not have the force of law - it is just to make people think he is doing something, and was promised to get votes.

Also, something this discussion leaves out is the fact that the Hyde amendment says “in this bill” which is why it has to actually be attached to the bill. So, this executive order does absolutely nothing.
