So, who is lying? Russia or Turkey?

Ammunition doesn’t look like radar parts. If Turkey is telling the truth then they would put the weapons on display for everybody to see.

I think Turkey’s nose is starting to grow.

The answer is: It depends.

There are no UN Security Council Resolutions restricting arms sales to Syria. So Russia could “legally” send Syria 4th Generation fighters, 2000# bombs, anti-ship cruise missiles, tanks, over the horizion radars, etc. … and technically not be doing anything “illegal.”

As a sovereign state, however, Turkey has the right to declare that aircraft carrying contraband destined for Syria may not transit Turkey national airspace. Apparently, Turkey has made such a declaration. What’s on the contraband list (is there a list?)? I don’t know. Do these radars violate Turkey’s lawful restrictions? Maybe.

As usual, situations are more complicated than the headlines make them appear.

Quoting from the news article
“The plane contained cargo that a legal Russian supplier delivered legally to a legal client,” Lavrov said in televised remarks, speaking after a meeting of the Russian security council chaired by President Vladimir Putin.
“There were no weapons on board this plane, nor could there have been.”
Frankly, he has no idea if illegal parts were on that plane. Perhaps there shouldn’t have been, but unless the Russian government inspected the cargo as it was being loaded, he doesn’t know.

Black markets for weapons and weapons parts do exist, and they exist within Russia, as well as in other countries (including the US.) Simply because the official weapons suppliers weren’t involved, it doesn’t mean non-official sources weren’t being tapped.

Turkey previously stated that communications equipment as part of the cargo, but they also indicated there was much more.

Both Russia and Turkey are trying to put the best spin on what happened while both of their noses maybe trying to grow. :ballspin:

If Turkey and Syria go war, which looks increasingly likely, it’s either going to fracture NATO or create a conflict that may draw in Iran, Israel, and perhaps even Russia.

And the big question (from an American perspective) is, will things come to a head before or after the election?

I have no idea what was on the plane, but I would consider radar targeting or radar jamming equipment to be munitions. One of the reasons Iraq was invaded in 2003 was their use of Russian made radar to “paint” NATO planes enforcing the no fly zone.
