A church having a place for people to go and socialize, such as a bar or a coffee shop, can be a good thing. It can help people do more with their faith than go to Mass on Sundays. It can also bring people who have fallen away from the Faith into a Christian atmosphere. Often, conversions/reversions to the faith start because faithful Catholics reach out to non-Catholics and fallen away Catholics by just spending time with them. If this idea is done right, it can be a source of evangelization. Having it in the crypt of a church seems inappropriate to me though. I’d rather see a church buy a building across the street from them or something, and use that than to use a church for this kind of activity.
