Texas parish disputes bishop over crucifix [CN-USA]

How come in the Catholic Diocese of Dallas there is Syro Malabar church that is under the authority of Bishop Kevin but evidently other parishes that aren’t? Seems a bit confusing? For that matter could the priest from St Alphonsa go to a Romant Rite parish in the area or even the Syro Malabar Rite in the RC Diocese?
How difficult is it for the disgruntled parishoners to change churches?
