As to newspaper English, @Wampa, here below is a good argument for the press abiding by some of the daft rules that the general public shouldn’t bother with. (If you don’t know the blog, it’s by an editor on a famous British Sunday newspaper, which is pseudonymous in the blog, but the identity of which is pretty clear.)

 
Nice adjustment. As a suggestion, who dropped a cell phone might be clearer. Otherwise, there is a risk of a reader, who is less familiar with English, thinking the street dropped the phone.

I called out to the person I was walking behind that dropped a phone on the street.
