Carpet bombing? You mean like the Allies committed against Germany in WW2? In WW2 the Allies considered civilian morale & support for the regime legitimate targets as well as industrial capacity so killing civilians or leaving them homeless is a good thing.There is no justification for the carpet bombings of innocents. NONE. When you purposely kill innocents it is murder whether it is the US army, French army, Irish republican army, British army etc.
When it comes to states vs “liberation movements” the question arises why is it okay to kill wholesale but not retail? According to the just war theory war can only be waged by legitimate authority. By this theory once you have lost the conqueror becomes the legitimate authority and the now stateless occupied people are criminal terrorists. Thus, the French resistants were legally terrorists. That can’t be right.
There are in-between cases. In the US a bunch of guys called themselves the Continental Congress and pretended they were a real government. Likewise in 1920 the Dail Eirainn [sp?] declared itself the government of Ireland. In neither case did the wannabe government exercise much authority or control significant territory.
Last observation – no oppressive regime will negotiate except in response to violence. Terrorism works.
