What you are saying would have to logically apply to other situations. I dont think God permits a rape so that a certain good child can be born but rather God can bring a good child out of a rape. It is a fine distinction to say God permits something when really the only way God permits evil is by giving us free will. Technically God’s method of permitting evil is through our own free will. We are the ones who screw up.
God wills that everyone be saved. But everyone is not. Those who are not saved and are damned are not damned so that God could bring about good. That would make no sense.
