Yes it also depends on why they are traveling and with whom.

If you are going simply to visit, you would go through the exact same process as any other visitor. Arrangements for official visits (like for heads of states visiting), all the arrangements are taken care of prior and are contained in the travel documents.

PCS moves to overseas locations are different than what I’m talking about. We were only stationed stateside. I don’t know how it works out for overseas moves. My husband has done the majority of traveling without family. I do know we would not be covered by his documents even if we were authorized to go.
 
Yes, as a Canadian, my passport asks that the bearer (me) be permitted to travel in the “name of Her Majesty the Queen”
It’s never occurred to me what the passports of other countries of which Elizabeth II is head of state would say. But, I suppose it makes sense.

It’s not just about the common sense of it but the fact it’s the law, just like she doesn’t need a driving licence or to have number plates on her car.

I don’t know about other heads of state even elected ones. However, when Trump came here to the UK on a state visit a few weeks ago I’m sure he didn’t have to go through Passport Control before he was let in.
