The Prayers at the foot of the Altar were Psalm 42 with the Antiphon Judica Me (on some occasions, Psalm 42 was omitted), the Confiteor, and a couple of other prayers as the Priest kissed the Altar. They were inscribed as part of the Roman Missal promulgated by St. Pius V. (This is not to say that they weren’t already being used in other places.)
These and the Last Gospel, as I previously said, were originally sacristy devotions.
These are NOT the same things as the Leonine Prayers (Hail, Holy Queen, Prayer to St. Michael, and a few others) that Pope Leo XIII ordered to be said AT THE END of Low Mass. Note that these were NEVER part of the Mass itself.
He intended them to be prayers for protection of the temporal authority of the Pope over the Papal States during a political struggle with the newly united Italy.
Pius X changed their intention to be against Modernism.
Pius XII changed their intention to the conversion of Russia.
