Nevermind, I managed to work it our for myself.
As the NCR is basically owned by AB Chaput he is but his mouthpiece.
That explains everything.
AB Chaput of course was the first to get out his own interpretation of AL with his Philadelphia Guidelines which basically was business as usual re marriage and could almost have been written as if AL and the Synod never happened.
He has been criticised by Cardinal Kevin Farrell for doing so too quickly, acting alone in this regard and so essentially taking the wrong tack re AL.
