If the “First Presidency” issues a signed letter on a particular issue, and directs it to be read at, and to all, congregations, is he speaking as a “prophet”?
Does it still have to say “Thus Saith the Lord” in order to be considered valid in some way?

We know that it only takes one murder to make a man a murderer and one a lie to make him a liar. So how many false prophecies does it take to make one a false prophet? Joseph Smith maintains his perfect 0% accuracy rating ene to this day and yet he’s considered a ‘prophet.’ That must mean that their standards are very, very low for prophetic reliability. Adolph Hitler stated that the Reich was entitled to the breadbasket of the Soviet Union, the Ukraine. Since we know that Germany invaded Russia and held that region, does that mean that he was a prophet, too?
