Since taking over the diocese, Romo has distinguished himself for his extensive pastoral outreach – opening new parishes and creating or re-opening closed chapels in remote areas of the city. His pastoral exuberance has meant extra work for his priests: on average, a priest in the Archdiocese of Tijuana says 5 or 6 masses every Sunday, and at various locations.
But Romo has also distinguished himself for the number of new priests he has ordained as bishop of Tijuana: 90 ordinations over a span of 10 years, an average of 9 new priests each year.
